Coinbase Ireland fined €3.25 million over safeguarding failures

Why has Coinbase Ireland been fined? The Central Bank of Ireland says it breached rules for safeguarding customer funds and overseeing outsourced work, and has accepted a €3.25 million penalty. The regulator’s enforcement announcement says the breaches ran from November 1, 2020, to August 19, 2025, under Ireland’s Electronic Money Regulations 2011. The fine is subject to High Court confirmation before it takes effect.

How did the safeguarding failures happen?

The regulator said Coinbase Ireland’s designated safeguarding account was underfunded for lengthy periods because of inadequate system design and control testing. The company also failed to maintain adequate internal controls and escalation procedures to identify and report material changes to its safeguarding arrangements.

The Block’s report on the settlement details how some customer deposits went first into accounts held by other Coinbase entities. For example, about 30 institutional clients were directed to deposit dollars into a Coinbase Inc. account during the 2023 banking disruption; daily transfers did not prevent the initial mixing of funds.

What did the regulator say about Coinbase’s oversight?

The Central Bank said Coinbase Ireland relied excessively on its US-based parent group to run safeguarding processes, without enough local expertise to oversee that work. It also said the Irish entity did not adequately notify the regulator of material changes to those arrangements. The case concerns the Irish e-money institution, which provides fiat services; it is separate from Coinbase Europe, fined in 2025 over transaction-monitoring failures.

What happens to the fine now?

Coinbase Ireland admitted the contraventions and agreed to a reprimand and a €4,646,597 penalty before a 30% settlement discount reduced the fine to €3,252,618. Coinbase said it had resolved the issues and no customer lost money or was unable to access funds. The next thing to watch is whether the High Court confirms the sanction; the Central Bank says it will take effect only after confirmation.
